His grandmother, Anna Mouron, was the first female pharmacist in California. By the 1920s, the family had moved to the Central Valley city of Stockton, California, where Belli attended the now-defunct Stockton High School. Belli graduated from the University of California, Berkeley in 1929.

Mel Belli was born into a pioneer family in Sonora, Tuolumne County, the heart of California’s Gold Rush region. His father, Caesar Belli, was born in Eureka, Nevada and was a prominent banker in California’s Mother Lode region. His grandmother, Anna Mouron, was California’s first woman druggist.
On 3 June 1972 he married Lia G. T. Triff, a twenty-three-year-old college graduate; they had a daughter and divorced in 1991. His flamboyance was reflected in the Belli Building at 722 Montgomery Street in San Francisco.
