Joe Frank Harris (born February 16, 1936) is an American businessman and Democratic politician who served as the 78th governor of Georgia from 1983 to 1991.
20 oct. 2003 · Joe Frank Harris was a conservative Democrat who served as governor of Georgia from 1983 to 1991. He oversaw education reform, the Georgia Dome, the 1996 Olympics, and a diversified state economy.
Twice elected governor of Georgia, in 1982 and again in 1986, Harris presided over the state during a decade of tremendous growth. In his memoirs, Personal Reflections on a Public Life, Harris said the accomplishment of which he was most proud was passage of the Quality Based Education Act in 1985.
