Arthur Nebe was born on November 13, 1894, in Berlin. He volunteered for military service fighting in the 17th Pioneer Battalion during World War I, where he was wounded twice by poison-gas. In 1920, Nebe was accepted into the criminal police and, in 1923, he became a criminal police commander.

During Nebe’s tenure, this deadly unit was responsible for the mass murders of 45,000 people in the areas around Bialystok, Minsk, and Mogilev. Many of these victims were Jews.
