Construit en 1937 sur une colline boisée à environ 7 kilomètres au nord-ouest de Weimar, il complétait les camps de concentration de Sachsenhausen au nord et de Dachau au sud. Au début, des prisonniers politiques et d'autres groupes, notamment des juifs, y étaient détenus.
