Edit: "Quarter" (and perhaps "district") more often follows the noun, to make a compound: the station quarter, the French quarter, the Latin Quarter, the business district.

It seems to me that somewhere where is grammatical: somewhere is an adverb; where is a conjunction. However, if you are revising the sentence you could leave out one or the other for stylistic reasons, as Thomas Veil suggests.

Most timezones are separated by whole numbers of hours; so when it is eg 12h13 in one timezone it is NOT 03h00 (3 am) anywhere in the world - it may be 06h13 or 18h13 for example.

Somewhere is a word that does not take "to," so you can't say "go to somewhere." Spain is a noun that requires "to," so you can't say "go Spain."
