Tempest is only available on WT4. For the people that are saying it's random, maybe it is, but I'm missing those same 3 and so is my girlfriend. My other stones have so many dupes they're all between levels 6-10. I'm about to transition into w4 and have just been assuming they only drop there. It's random.
