During Nebe’s tenure, this deadly unit was responsible for the mass murders of 45,000 people in the areas around Bialystok, Minsk, and Mogilev. Many of these victims were Jews. Arthur Nebe was born on 13 November 1894, in Berlin, the son of an elementary school teacher. He volunteered for military service fighting in the 17th Pioneer Battalion during the Great War, where he was wounded twice by poison-gas. After the war ended Nebe joined the criminal police and reached the rank of Police Commissioner in 1924.

After the war Nebe joined the police and eventually became head of the criminal police agency in Prussia.
