"Shame of you" is not correct either. "What a shame" is idiomatic, but it is impersonal and means "What a pity": it does not imply "Shame on you."

It's never used and, as Jinti have already said, there are other expressions used to say "pena/vergüenza ajena". Read the first part of this article. It might help.
